It seems that the Atlassian Cloud Services are impacted so the Atlassian team is trying to fix the issues currently. You can track the latest update here: https://jira-software.status.atlassian.com/.
And yes, in the meantime, you should contact the recommended Contact Support and use the Trace ID in the picture above :)
