Could you please help if this is related to access? if yes, what kind of role is required to be able to get this option to Import issues from CSV?

Sorry, I gave you the link to the cloud documentation by mistake. The server (v8.9) doc is actually - creating-issues-using-the-csv-importer . You may need admin permissions to achieve this or have your admin perform the import.
