I could easly fake a git commiter by setting git `user.name` and `user.email` to a different person.

Is there any way to enforce that commiter must be the same as Stash user?

Or at least to have an audit trail with Stash uid for every commit?

There is currently no way to enforce this in Stash. You can keep track and vote/voice your support for this issue in our issue tracker at https://jira.atlassian.com/browse/STASH-2642
