how to give a project viewer the ability to create an issue, when a viewer tries to make an issue he immediately get's a message he needs to refresh the page and needs to try again.
If a user only has browse access they should never get the option to create an issue. It sounds like you have a script or something going on non standard.
is it not possible that viewers create issues? whe need to let customers give more inside view to our planning, also the customer need to be able to report an issue immediatly in to our jira system, instead of reporting it first to the helpdesk. it is easier for the custommer if he can add an issue/bug immediately to the backlog. so we 'the devs', can push it trough to the next release sprint

The project permission scheme controls access to functions. The permission scheme controls everything a user is allowed to do. A user needs 'create' permission to create issues. Creating an issue doesn't mean they can comment, edit, or any other function.

i can only give a person in a project the role administrator, member, or viewer. the viewer can see everything and comment on it. the member can do almost everything except managing the settings, the admin can everything. i need for our customer the viewer role, but the viewer needs to be able to create an issue, i see the viewer is also able to switch items wich are on the board. is it possible to give them not the acces to do that, so they can only see the boards but not switching board items to another collumn

Permission schemes can only be created/modified by the JIRA admin. It isn't a project level action. In my system there is only 1 permission scheme the covers all projects.
