I am trying to import a workflow that I have downloaded locally.  There is no option available to do this.  The only option is to import from the market place.  How do I see an option to browse for a locally stored workflow?

Hello Mark,

checking in a JIRA 6.3, there's a button "Import" next to the "+ Add Workflow" button on the Workflow page, which offers the options "Import Workflow" and "Import XML".
Clicking on the first one will get you to https://your_jira_url/plugins/servlet/wfshare-import where you can select "From my Computer" next to "From the Atlassian Marketplace".

However what is probably the limiting factor in your case is the fact, that this is only allowed for users with the JIRA System Administrator global permission - the JIRA Administrator permission is not enough to import XML workflows to JIRA. (See: https://confluence.atlassian.com/display/JIRA/Managing+Global+Permissions#ManagingGlobalPermissions-About'JIRASystemAdministrators'and'JIRAAdministrators')

Best case - if you can't receive the permission - is to kindly as someone with this permission to import the XML for you.

I hope this answer is useful for you.

Regards,
Philipp
