how to get assignee and set watchers and add new watchers when status of issue is inprogress

apart from the reporter and assignee, others don't get updates when there is progress on a ticket. need to enable add watcher function in JIRA.

You can add watchers to a Jira issue provided you have the Manage Watcher's permission for that project.  By default this is granted to the project role of administrator.

This option is enabled by default and in turn you can add users to watchers field on an issue this way.

Are you not seeing this in your Jira instance?

i can see the users in watchers. what im trying to do is when a project or an issue created in  jira everyone in the team get added as watcher automatically if possible.

Jira does not really have a means to automate adding a list of users to a watcher list.  However perhaps a plugin to Jira could help with this use case.   I believe that the plugin, Autowatch for Jira should be able to allow you to do this on a per issue or per project basis.
