how to filter out same user on mutiple fields

In a business project I have a field for each step of a process, users are enabled to perform all steps,  users performing subsequent steps can create tickets to report issues on early steps . In a customized filter I want to exclude issues where the reporter and the user's step is the same user, so that the filter shows issues for users that made the mistake, excluding the reporter and the step at which the issue was identified.

Can I just clarify...

• You have a Business Project - is this in Jira Work Management?
• There's a field which visualises each step in a process per issue - is this the Status field? Or a custom field?
• Users can perform any of the steps
• When a user performs a step, they can create additional issues to report errors in earlier steps - how is a user identified as performing a step? Are they assigned to it?
• You want to create a filter to exclude issues where the Reporter of an error is also the user who actioned a step

...is this correct?

I have questions above - but essentially we need more information about how this is setup to assist you.
