how to enable the Remote API

i read many docs say that to enable remote api ; but when i access to general configuration , i don't see it  , so how to enable this , i am using jira cloud

You should check the dates on the documentation you are reading.

The remote API switch went away around Jira 6.4, as that introduced internal functions that rely on it.  Obviously Cloud is way past that version.  There is no switch, the REST API is always on.
