how to divert view my dashboard to custom login when user didn't logged yet

we have a requirement to use custom login page, please advise how do we achieve this.

we also need to forward to new custom login page when user click on view my dashboard link ( before login)

Welcome to the Atlassian Community.

If you are talking about using an external authentication page then you may need to develop a new authenticator using the Atlassian Seraph framework.

You may also want to search the Atlassian Marketplace for any existing App.

Jira Data Center supports SAML and OIDC as SSO in case your company has that available.
