This is an Enterprise subscription feature only, if you have this subscription then:
First you have to enable Parallel Sprints in Jira, use-parallel-sprints
You can also use this feature only with Company Managed spaces.
That template comes from Atlassian Analytics, which runs off the Atlassian Data Lake. It's a separate thing from the normal gadget dashboards, and that's usually where the confusion starts.
Analytics and the Data Lake it needs are Cloud Enterprise only (Jira, JSM or Confluence Enterprise), with a Data Lake connection that includes your Jira data at the "All data" scope. On a Premium plan you generally won't see it, which given your tags is probably what you're hitting.
If you're on Enterprise with the Data Lake connected, go Create > Dashboard > Use a template in Analytics, choose your Jira data source, then pick "Multiple sprints overview". Once it's created you filter everything from the controls up top, like projects, a sprint start-date range, measurement type (work item count, story points or time), work type and assignees. Epics and sub-tasks are excluded from the charts by design.
