how to comment on an issue

Click "comment".

You may need to check the permission scheme to make sure you have the permission to make comments though.

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

The comment button is on the options across the top of the fields - where the edit, options and workflow buttons are.

If you're talking about the permission scheme, you can see it by looking at the project admin screen.
