how to change the jira logo during the loading of jira application

I have not found any other resources that indicate how to customize this particular startup logo.  However if you have access to the Jira Source code, then it might be possible for you to customize this that way.

I believe that the page being loaded on startup is called just that, "startup.jsp".   In turn I found a /$JIRAINSTALL/atlassian-jira/WEB-INF/classes/jsp/ has a file called startup_jsp.class

Perhaps with the source code you can modify this on your side and compile a new startup_jsp.class file that could alter the way that page is displayed during startup.
