how to change the issue status from "in progress" to "to do"?

It looks like the issue status can't change from ""in progress" to "to do", we need this function, what shall we do to make it work? Thank you very much.

It seems that the workflow behind the issue you are looking at does not have a transition configured to go back to the previous status. A transition is the path from one status to another. You should ensure that a transition from In Progress to To do is implemented.

This support article is a good entry point to get familiar with workflows in Jira. It also contains links to how you can edit your workflows, both in team-managed and company managed projects. 

If it turns out that a transition is already there, it is also possible that a workflow condition or property is restricting who can execute it. That is also something you could look into.

Hope you are doing well.

Verify that your workflow supports the transition from In progress to To Do for that specific issue type.
If so then you need to ensure you have permissions or that there isn't some rule/condition that prevents.

If transition from In progress to To Do is not supported by your workflow, then you need to reach out to Jira Admin for the same, they will modify or create new workflow as per your requirement.
