how to change the base link

sorry for the stupid question. I recently work with jira and i can't to change the basic link. 

please help me

ps i have site-admins access

On Cloud you can't change the base url. 

Recently Atlassian quietly announced that you can now get it changed (we've been asking for years) without having to "buy new one, export from old, import into new", but you have to raise a support call to get them to do it for you, it's not done in the UI by end-users.

(I'm guessing Cloud as you mention "site admin")
