how to change system dashboard | do not have sysadmin rights.

Particularly I need to add / change locations of the gadgets.

You do not need a system admnistrator privilege to change the system dashboard. A normal administrator should be able to do this.

You can't, unless you are in one of the two layers of admin rights. So either ask your admins for that access, or get them to change the layout for you.
