how to change JIRA custom field from text type to drop down?
so currently we have text custom field
with the following options:
3EE_Drop1, N/A and 3EE_Drop2
can we change it to a drop down menu?

There's no direct way to do it natively in JIRA. The only option I can think of is to just create a new Select List custom field and delete this Free Text custom field.
