how to be added as a Co-owner

I have found several forum posts referring on how to be added as a co-owner, but even if the owner visits these links - it is dead-ends.

Please advise the correct place to be added as a co-owner to a site

Let me fix my terminology, I am struggling to add an organization admin.

I found a post that referred me to adding them under settings, but there is nothing under settings.
Going into any real settings, gets the attached message.

under users this user is listed for every possible admin role - but I know this is not helping the case.
