You can create a ticket with the release details but is there any way of adding the release notes?
I do not believe that is possible yet. In this community post on that topic, there are links to suggestions to add the feature and some work-arounds.

When you say release notes, what are you referring to?
I don't see a field within the release/version area which refers to these?
