Notifications are sent on issue events . Sending notifications on changes made to the project configuration is not possible AFAIK. I guess you have multiple Jira administrator and you cannot keep a track who made what changes . You can try this plugin https://marketplace.atlassian.com/plugins/com.plugenta.jiraauditor

Thank you Mizan for the answer. I wanted to know, if we have only one admin per project in Jira is it then possible to have notification?
