how i can assign permissions for users based in projects

like how i can seat the permission inside the project 

let say user X his permission only change ticket status from open to progress and from progress to in review but he can't close the ticket or make it complete

You set basic project permissions in project > project settings > permissions. you can use project roles and groups to manage individuals permissions. However, if you want to control permissions at the transition level then use Condition on the transition(s) w/in the workflow - edit workflow, click on the transition, click on Condition add condition and include individual/group.

Hi @Mamdoh Ahmad  - Welcome to the Atlassian Community!

Each project is attached to a Permission Scheme which provides for general permissions on the project. That can be done with Groups or Project Roles.

In addition, you can place Conditions on each Transition in the Workflow to control who can execute the Transition. This too can be controlled by Groups or Project Roles.
