how do i add the ability to assign an existing dev user to ticket owner?

a new developer has joined our team and though he has been added to the jira project, i cannot assign him as owner. what is going on here?

Is this a Jira Software or Jira Service Management project?

Does the user have the Assignable user permission in the Permission Scheme attached to the project?
