how do I hide (or filter) resolved issues from the backlog or sprint view?

I'd expect them to be hidden by being in a "done" status by default, but if that's not how your process works, then the simple answer is to modify the board filter to say "and resolution = unresolved"

That string filtered all of the issues. 

Also, where is the board filter on the Active Sprints page?

If it filtered all your issues, you've got something very wrong in your setup, as it means all your issues are resolved! The board filter is in the board config page.
