Is it possible to provide access to the external customers to one project board to create tickets and track them on Jira Software without using Jira Service Management tool?

You would need to grant those external users access to your Site and make them licensed users of your Jira Software product.
As noted here in the Free tier you can't manage customize permissions for user access, so you would not be able to restrict the external users.
