how can we change project under edit, as many a times a bug is posted on the incorrect project. The field should be enabled.

If I've understood the question correctly, then the answer is that you can't.

The "create" process needs to know what project you want to raise something in before it can even start, so you can't put it on screen as editable. If your users are consistently creating bugs in the "wrong" project, that suggests that you should think about merging the projects.
