hot to add work log when issue is "done"?

I can only add a work log when a particular issue is being done (IN PROGRESS status in my JIRA). When issue moves forward (DoneNotDeployed or ToBeTested status or any other) i can not add a manual work log. 
Already I have checked "Permission schemes" and I'm granted to edit work log.

And this is a problem because sometimes Hubstaff vs Jira sync doesn't work. And the day after we have to add the "missing" work log. And to do that status of the issue has to be switched back/again to IN PROGRESS for a short moment and then i am able to add work log. But it creates a mess in "issue history" so searching for a better solution.

Pls advise.

This may be related to a property associated with the Done status in the workflow. To find out, edit the workflow, select the Done status and click properties.

See if there is a property jira.issue.editable with value false. Remove that property if you are sure you want to update this and publish your workflow again.
