has anyone tried to edit the notifications that go out to users?

I get an average of 30 emails from different projects in Jira. because of this, I have a rule to move all Jira emails out of my inbox. this also rules out any comments that are added to a card in jira. so @User notifications are almost not used in my enterprise.

I would like to change the email notifications sent out when a comment is added to a card.. is this possible, has anyone been able to do this?

On cloud you will need an add on app, e.g. JEMH or similar. 

for server folks I found this old article. note I didn't see the article for newer versions so personally unsure if it still applies.
