I'm afraid you'll need to tell us what "standard recommendations" you have tried, as the ones I use have always found me an error that tells me where it is going wrong. More importantly, what was the outcome (error messages) from the test that failed?
The root of this problem is simple to describe - Jira cannot talk to itself over the external connection. It could be routing, dns, ssl problems and so-on, but the standard recommendations cover all of these things and will have given you an error that tells you what the problem is.
As you mention http/https, I could have a pretty good guess at what is wrong, but there's no point in a long essay on possibilities when the standard tests would have uncovered an error message we can use to prove where the problem lies.
