flagged or unflagged stories are changing sprint points in active sprint

I noticed that when I flag a story with an impediment, the story points are removed from the sprint total and when I unflag that story, the story points are added back in as if I pulled that story into the Sprint.  Why would we want that behavior and is that a setting that my jira admin can change?  

We are currently on server version 7.3
