If Atlassian already shows an Anonymous ID during site creation, I would not keep retrying the same flow.
Please contact Atlassian directly and include that Anonymous ID in your request, because this usually points to a backend provisioning problem rather than something you can fix from the browser side.
Eventually try incognito mode in browser.

Thanks Arkadiusz for your reply! but may I know how can I contact Atlassian? in the error notice there is a link, when I click the "contact support" button, it directs me to page https://www.atlassian.com/company/contact, then I select technical support-raise a ticket, it finally directs me to the community...
