I checked in the backend and can see the site and Jira product is active.

Your Organization Admin can attempt to reactivate it following the guidance here:

Be sure to follow the first section about reactivating an inactive subscription, not the second section about reactivating by starting a trial.
How long ago was the site deactivated?
Deactivated subscriptions have a period of time after deactivation during which they might be reactivated and recover the data they contained. If that time period expires without the subscription being reactivated, then the data is permanently deleted. That period may be as short as 15 days or as long as 60, depending on the type of subscription and what other types of subscriptions existed for the same site.
If you have difficulty reactivating your subscription you can contact the Atlassian Licensing support team directly by completing the form at this site:

Is this a free instance? If it is, it gets deactivated if you didn't use it for 120 days at all.
