error importing from cloud to local server

Good day.
I want to import my project from the cloud to a local server. Using the manual from .
1) I make a backup from the cloud-server (full archive).
2) Installing a new version of the sever version 8.3.1.
3) Restore from archive:
my CPU is over 99%;
loading archive 90%;
after 30 minutes loading CPU 1-2% and http://localhost:8080 not found

I restart the jira-service and logon to http://localhost:8080
But i see error after indexing system and jira not work
