First, you need to cancel the subscription you have, then delete the account.

It can take some time for Atlassian to process cancellation requests fully. After requesting cancellation, your subscriptions remain active until the next billing date. Then they are put into an Inactive state. The data is kept for a period of time in case you change your mind and want to reactivate it. Then it is permanently deleted.
Until it is permanently deleted, you may still be considered the billing admin for an account.
