This user or their organization deactivated their account

how can I re-activate as Admin? it doesn't give me the option (it is not a managed account)

Managed user accounts are controlled by the admins of the organisation where these accounts are claimed. So the user must reach out to their org admins requesting them to reactivate the account.
If a user is managed in Organisation A, and has access to your site (in organisation B), as the admin of organisation B, you can't de/activate their account. You can only control their access to your site.
