I was using PREMIUM and it was deactivated I want to access the project and change my plan to free, but it doesn't work. What should I do?

I see you have created a support case over in https://getsupport.atlassian.com/servicedesk/customer/portal/74/GROWTH-101114 I would recommend following up in that case with some additional information about which Atlassian Cloud site this is for. From what I can see, as a site-admin you should be able to change the plan for your site.
