creating a workflow

Where do I find the instructions on creating a very simple workflow?  I'd like all issues to route to one email address.

You can find instructions on how to create a workflow here:

But you usually do not define in workflows to whom you want to send an issue. You define it in notification schemes:

In the project notification scheme you define to which user, group or role, you want to send a email on which event.
