create one some kind of issue limited by role

I would like to be able to restrict the kind of issue a user role can be create.

For example:

Issue named "task 1": role/group 1

Issue named "task 2": role/group 2

You can't out of the box. JIRA doesn't have issue type security for creating issues. There are some workarounds but they aren't clean and will cause confusion with the users.  The best option is to give each group their own project.
