could you please help me to understand how segregation of rules are organized in JIRA?

Could some steps in designed in JIRA flow somehow restricted for concrete rules or specials roles (and users are grouped in this roles)?

It's very much possible to restrict execution of certain steps in Jira flow to certain set of user.

You can configure that in workflow conditions for the specific transition.
