If we add test management plugin such as zephyr scale/squad, test rail is there any option in jira to restrict access of users for app to reduce billing cost. and how we can do this.

I am just zooming in to the billing part of your question, as I derive that this is the essential part of information you are seeking.
Today, there is no way to impact billing cost of marketplace apps by restricting the number of users for the app. The licensing model for apps is straightforward: your app's user tier is the same as the product family you add it to. If you have e.g. 100 Jira users, then you will need 100 users for your testing app as well.
If you have multiple Jira products (e.g. Jira and Jira Service Managements), your app license will align with the product you have the most users on. Suppose you have 10 JSM agents and 100 Jira users, all Jira apps you install will require a 100 user tier, because JSM and Jira are both part of the Jira family of products and you would have 100 users as the highest tier in that family.

I would like to request further clarification on the following matter. Is there a possible workaround to manage users in marketplace applications such as Zephyr Scale?
For instance, if the licenses for JSM and Jira applications are identical (1000 users), is it feasible to restrict access to a specific number of users (for example, only 400 users) who are permitted to utilize Zephyr Scale?
