can we restrict the users to use zephyr which is installer over jira server, since there are 250 users in our jira server, all of them dont need access for zephyre test management tool..

Currently we are using Jira(Server) for our project management, and there are 250+ users of Jira we have,

So we are planning to have zephyr test management as add on for the Jira server we have, and we are planning to buy zephyr.

But all users of Jira don’t need access to zephyr, So can we restrict the user based on the user logins and can we buy licences only for few users, who needs access out of 250+ users?

Zephyr has some user access control, but your Zephyr add-on licence needs to be the same as or greater than the number of JIRA users you have (in the largest of the three applications if you have Core, Service Desk and/or Software)
