If you are asking about getting admin access to the specific Jira instance you are using, you are going to have to direct that request to the people who manage access and permissions for the Jira instance you are accessing. If you are not sure who those people are, start by asking your manager or the people who originally told you that your current level of access to Jira had been granted.
Here we are a user community, populated mostly by users, vendors, and partners that work with the Atlassian apps. We don't know what Jira instance you are accessing, and even if we did we probably don't have any access to it.
