No. By design the subtask belongs to the issue you created it from. You can link it to another issue but it won't act like a subtask to the linked issue

Alternatively you can use issuelinks to keep linking between issues.

I have several taks, e.g.
- Changes in reports
- Changes in forms...
Both changes depend on database updates that have to be done in advance.
My idea was to create one single subtask to both, reports and forms.

Would it make sense for you to have subtasks created automatically for each Task that you create, based on some criteria?
So for example, if the Task contains a label called "database_update" then a subtask called "Database update complete" would be created automatically for it.
If this can work for you, then please try this application: Automatic Subtasks Pro
This can also be made with another applications such as Scriptrunner but this requires a little coding to get it done.
