allow administrators to add users but limit this privilege to one project category?

I need to make someone an admin for one of the project categories but not give them global admin access. How do I configure the user as an admin with user add/change privilege limited to one project ategory?

You can't. There's a long standing request for more fine-grained admin roles at https://jira.atlassian.com/browse/JRA-3156</p<>>

It is not possible in JIRA. You can make someone an admin of a project but not a project category.

It is an open feature request : JRA-2937
