Hi @dilas.manager , welcome to the Community. First I would advise against putting emails in this public forum. Now, it seems you are trying to add a new Jira user to a project but unable to. Can you verify the user is currently in the instances and active? If you have admin access go to admin > user management and search for the user. If all is good then can you indicate if this project Next-gen or Classic. If next gen the. You should be able to add the user under project settings Access. If Classic you give a user access via Permission so be sure the user is in a role that has the desired permissions.

No problem Dilas, I'm glad to try to assist you. Given you are new to Jira I will provide a list of articles that might assist you in your learnings. I highly recommend leveraging the online documents and the search function as there is good info out there. You can find all support docs at support.atlassian.com for every Atlassian product.
Now for your specific issue here I'm just guessing as there isn't sufficient details for me to be sure. I think you have a Classic project and I think you have looked a Permissions and you see "colleagues" as a role that has certain permissions, like Browse, Create, etc. If this is the case then colleagues is a group. If you want to add a user to this group the go to admin > user management > groups, find "colleagues" and the click add member and enter the users name and save it. Have that user then check their access. If I am off base here I really would need to see screenshot of your project permissions.

Welcome to the community! Are you just trying to add them to project or to all of Jira?
Before they can see anything the user would need to be in the jira-user account.
If it's for a project, create an issue in the project->Go to the Permissions Scheme and click Permissions Helper

are you the overall jira admin? whoever is the overall admin should be the one to follow the above steps not the user

unfortunately you cannot easily find this out. Basically, if you can click on the COG and see things like System, User management, Products, etc. they you are a site admin otherwise you are not.
