add a ProjectRole to a specific user

I'm creating in Go a new Jira Project and I want to set the user as a ProjectLead.

I'm creating the project from a template.

Do I need to change the permission settings in the configuration of the user role or in the user roles of the project and what is the correct rest api url of it?
