Your post tags indicate you use a Free subscription. Is that correct?
When was the last date (approximately) that any user logged in to your Jira instance?
Atlassian has a policy of deactivating and ultimately deleting the data for Free subscriptions that remain inactive for an extended period of time. There is not a documented statement about what that time period is. I have heard it may be as short as 45 days or as long as 120.
They send a warning message to the Organization Admins approximately 2 weeks before the inactivity time period limit, advising the Organization admins to have users log in.
They send another email to the Organization Admins on the date of deactivation warning that the data will be deleted "soon". The time period for soon can be as little as 15 days. During that time the subscription can still be reactivated and the data recovered. After that the data is permanently deleted.
So, depending on how long it has been since your Jira instance has been accessed your subscription may have been deactivated and possibly permanently deleted. Check your email for those messages I mentioned above.
You can also login to https://admin.atlassian.com and check the Billing page to see if it still lists your subscription as active.
You can login to https://admin.atlassian.com/billing (not the same as above) to see if your subscription is available on the Inactive tab with a Reactivate option.
To get an authoritative answer about the state of your subscription you will have to work directly with Atlassian. We here are a user community and don't have access to your subscription information.
