No, the project creator is by default the project administrator, not a system administrator.
Your account has had its access revoked to that site completely (not just a project), by a site administrator.
You will need to identify and talk to the site administrator. I'd start by asking the person who told you that Jira was the tool you could use, it's quite likely they know how to get intouch with the administrators.
We are using Jira for a group university project and to our knowledge there is no 'Administrator' to contact about this issue. We formed groups at the start of the semester, we were told jira was one of the project management tools we could use if we chose to. One of our group members created a project within jira and when I click the link he sends to join the access revoked message comes up. Is he the administrator since he initially created the project?
