I am an administrator of our Atlassian Cloud and am trying to create an API Token for Confluence.
We only have two user groups, and both are allowed to API Token access.
When I try to create an API Token I see this screen. The "Create API Token" is greyed out and I can only create a token with scopes.
When I press the "Create API Token with scopes" button I then enter the token name and future expiry.
But the next screen only allows me to create a token for BitBucket (which we do not use). I need to create a token for confluence.
First you don't seem to be an external user as there are no users in the External User policies.
So you need to check the Authentication policies option in administration and the API token setting there.
If you can't see or edit these, contact your Organization admin.

Many thanks, that was not the underlying issue, but you pointed me in the right direction.
We had Authentication Policies, and there was one that was incorrectly configured, which was overriding the others.

If you are seeing that message and you are not an Organization Admin, then this needs to be escalated to your Atlassian admin or internal power user.
A Product Admin is not the same as an Organization Admin. With Product Admin permissions, you do not get that level of granular control over Atlassian administration, especially for things like token permission management.
