I have removed all products and there are no active subscriptions (paid or free).
However, I still cannot delete my Atlassian account because it says I am the last billing admin.
This appears to be a backend transaction account issue.
I request that you fully close the transaction account and remove the billing admin flag so I can delete my account.
I do not have any paid services with Atlassian.
Please proceed in accordance with GDPR account deletion.

When did you cancel your subscriptions?
After requesting subscription cancellation the subscription remains active until your next billing date (for paid subscriptions).
At that point your subscription is cancelled, but the data is retained for a period of time in case you change your mind, allowing for the subscription to be reactivated and the data restored.
Until the data is deleted by Atlassian you may not be able to remove your user account.
Have you also navigated to https://admin.atlassian.com/billing to check if you are associated to a Billing Profile that still has active or inactive subscriptions?
