XRAY License for a Specific User

Good morning

We would like to know more about XRAY license:

* Can we pay only  for certain user or does the cost depend on the number of Jira users in the in the project ?

Licenses are based on the number of Jira licenses.

Atlassian has no Floating Feature Licensing model.
