Write a comment in a ticket if a related commit contains migration related files

Hi,

I am looking for  a way to automate comments in a Jira ticket. The ticket related branch contains a migration file which is easy identifiable and the ticket the sofware version. 

Is there a way to abort the transition step or to add a comment to the ticket if the version of the migration file and configured version in the ticket missmatch?
